Greater Bengaluru Authority (GBA)

What is GBA?
The Greater Bengaluru Authority (GBA) is the new metropolitan-level civic governance body for Bengaluru, established by the Greater Bengaluru.
GBA replaces the previous civic body Bruhat Bengaluru Mahanagara Palike (BBMP), which governed the city until 2025.
GBA functions as an apex authority meant to coordinate, supervise and oversee urban governance across Greater Bengaluru — combining strategic planning, infrastructure development and inter-agency coordination across the city’s new corporations and civic agencies.
Why was GBA formed?
With Bengaluru’s rapid growth — expanding population, infrastructure needs, and rising civic complexity — the older municipal-corporation model under BBMP was deemed inadequate to deliver coordinated, city-wide governance and long-term planning.
GBA and the new governance model aim to:
- Provide better urban planning and development that spans multiple zones.
- Improve coordination among different civic agencies (water supply, transport, waste management, infrastructure, etc.) under a unified umbrella rather than fragmented overlapping authorities.
- Enable more responsive, participatory and localised governance through creation of multiple municipal corporations and ward-level representation via ward committees.
What changed — From BBMP to GBA and New Municipal Corporations
The BBMP was formally dissolved under the new Act.
As of 2 September 2025, five new municipal corporations came into effect under GBA’s supervision: Bengaluru Central City Corporation, Bengaluru East City Corporation, Bengaluru West City Corporation, Bengaluru North City Corporation and Bengaluru South City Corporation.
GBA remains the overarching coordination authority — responsible for city-wide planning, inter-agency coordination, infrastructure development, and oversight of civic services and agencies.
Ward committees will form the basic units of urban governance under this new structure, enabling greater participatory governance and local oversight.

What are the Key Functions & Responsibilities of GBA
Under the Greater Bengaluru Governance Act, GBA has the mandate to:
- Prepare and approve metropolitan-level spatial and development plans for Greater Bengaluru, beyond the scope of any single municipal corporation.
- Coordinate among various civic and parastatal agencies — such as water supply, sewage, transport, urban planning, waste management, metro/rail, etc. — to implement city-wide infrastructure and services holistically.
- Oversee large-scale infrastructure and urban development projects that span across multiple zones or corporations.
- Ensure equitable resource allocation and financial oversight across different corporations and civic agencies for fair delivery of public services across the Greater Bengaluru area.
- Provide advisory and technical support to municipal corporations and civic agencies on policy, planning, and citizen-service related matters.
- Facilitate coordination during emergencies, disasters, or environmental crises — ensuring city-wide disaster management and resilience planning.
What This Means for Residents of Bengaluru
- More localised and responsive governance — smaller municipal corporations, nearer to you, with localised administration for quicker resolution of civic issues.
- Better city-wide planning — infrastructural projects like transport, sewage, water supply, roads, public services, etc., can be planned holistically rather than patch-work across wards.
- Improved coordination and accountability — with GBA overseeing multiple agencies, chances of overlap or inefficiency reduce.
- Possibility for greater citizen participation — through ward committees and decentralised governance units, enabling voices at the grassroots to be heard.
- Potential for faster & more consistent civic services — as administrative divisions are smaller and duties more clearly defined under GBA’s umbrella.
Occupancy Certificate (OC) in Bangalore
An Occupancy Certificate (OC) is issued by local authorities like GBA or BBMP or BDA after verifying that the building has been constructed strictly according to the approved plan and applicable building regulations. While plan approval permits construction to begin, the OC confirms that the completed structure is safe and legally approved for use. In Bangalore, an OC is essential for occupying the property, obtaining permanent water and electricity connections, and for future sale, loan, or rental purposes. Failure to obtain an OC may result in legal issues and restrictions on property usage.
